I have compared config files under /etc with another AIX machine which's rshd are work properly, no issue found,/etc/service and /etc/inetd.conf are rsh enabled.

If you have ever run ethereal and watched a network you will understand why.

Most of the time with the R commands the problem is the .rhosts content or the file permissions for this file.

A long shot would be a network firewall blocking these packets for security reasons.
