Governance Artifacts are global across the platform. They are not "published" into catalogs, rather they provide business context for assets across all catalogs in the CP4D deployment or Cloud Account in CP4DaaS.
Governance Artifacts are organized into Categories. Each artifacts must belong to one primary category (and can be also categorized into many secondary categories).
You can invite users/user groups to Categories, granting them access and assigning role.
Lets imagine that you need to create "zones" to organize your governance artifacts and assets by industry.
You can create WKC Catalog for specific industry (ex Banking Catalog), invite user group "Banking" to catalog as collaborators and catalog all banking assets into "Banking" Catalog.
You can also create "Banking" Category, invite user group "Banking" to "Banking" Category as viewers and "Banking Stewards" as Editors.

I have a peculiar question about governance artifacts. Assuming an admin has created a new WKC Catalog for a specific industry, would it then be possible to create governance artifacts (category, business terms, data classifications, etc) and publish them to this newly created catalog and only this catalog ?
