Perhaps you would then need to derive the Sydney local time in some system info cube and have 2 chores running at daylight(5:30am) and non daylight saving(6:30am) times.
And then create a master ti added as a first ti to the chore that compares the execution time with your desired local time (stored in system info cube) and quits if it does not match leadin to one ti will call the chorequit at any given time.
The below blog may guide you on how to set the time up.

Hi Amin,
Thanks for your response, we are facing a production issue because of this setting. We have saved one of the chore as per UTC time however it didn't adjusted according to daylight saving.
Thanks and Regards,

Hi Sumit,
If you currently set the chore's UTC time to 6:30 am, it will always run at 4:30pm Sydney time, regardless of daylight savings as it will adjust itself to run at this time.

Subject: PAW - Chores - No option for local server time zone
Thanks Amin,
If I am setting my chore as UTC 5:30 AM we will have couple of scenarios:
1. If we schedule the chore on 1st March then the chore will schedule at 4:30 PM Sydney time
2. If we schedule the chore on 11th April then the chore will schedule at 3:30 PM Sydney time.

The problem statement is to schedule the chore to run consistently at 4:30 PM Sydney time.

Given that PAW sets the chore time in UTC, you don't have to worry about daylight savings as it will automatically accommodate those changes.

Subject: PAW - Chores - No option for local server time zone
Hi All,
There is an option in architect where we can schedule the chore as per local time zone of the server, therefore we don't need to worry about the day light savings impact on our chores.
However PAW only let us to save the chore in UTC time zone and further we have to manually adjust the time of the chores whenever day light savings is turned off or on. Do we have any feature or any workaround to resolve this via PAW.
Looking forward for the feedback!!!
Thanks and Regards,
