    Yes, you can use the public CA REST API for this. Specifically, here's the section for uploading extensions: https://developer.ibm.com/apis/catalog/cognosanalytics--cognos-analytics-rest-api/api/API--cognosanalytics--cognos-analytics#upload_extension
