Recently we upgraded from the old TM1 Web to the new TM1 Web, to Planning Analytics Spreadsheet Services (PASS). Currently we are running PA 2.0.9.11 Windows and PASS 2.0.73 Windows. Before the upgrade our users had no problems with the old TM1 Web. Since the upgrade we have two distinct groups of TM1 Web users, the good ones and the bad ones. When working with the new TM1 Web / PASS the bad ones get error messages like
Failed to open the target workbook. Make sure that the file has not been renamed or deleted.
and the websheets do not render or render incompletely. When that happens, in the TM1 Web log file tm1web.log we find error messages like

How to resolve this problem ?
This does not seem to be a known problem. Or is it ?
How to gather more information why the FileUtility of the new TM1 Web / PASS fails to write new files in it's excelsheet-folder ?
