I take that by 'moving' you mean creating from scratch as there is no direct migration process of ILMT database from DB2 to MS SQL.
(Later, you can manually migrate configuration of the old License Metric Tool server to the new one)
ILMT server should be able to work in SQL Server Multi-subnet Failover setup.
At least as long as SQL Server Host/FQDN is resolvable to correct address.
The best option would be to use the latest ILMT Server (containing the latest JDBC driver) as some dedicated Multi-subnet Failover connection options (embedded in JDBC driver) have been redesigned.

While moving our Bigfix Server hosting ILMT as well from db2 to mssql databases I'm unsure about mssql concept. Ususally I would prefer to using mssql always on database.
What I've discovered so far are some restrictions as we would need multisubnet failover functionality.
Has anyone experience with such scenarios?
