the option to disable plugins for the admin desktop has been removed for a little while now. The easiest way forward for your problem is probably to create a second, custom admin desktop (i.e. 'administration' or 'noPlugins'), where all Plugins are disabled
and the Administration feature is the default feature/only one available. EDIT: Administration feature differs from other featuresPersonally I liked to disable all plugins for the admin desktop - just to have an easy way out, if something breaks desktop initialization. But if a plugin requires its own custom code in order to be configured, it's probably less confusing to simply force plugin activation in all cases...

P.S.: In my experience, if something affects initialization of specifically the admin desktop, it's often something trying to access the desktop's repositories without checking for their existence. Maybe have a look at that :)

There are times when a plugin or plugin ordering causes the Admin desktop to not load correctly.
For example, the Hamburger Menu is missing, or there is nothing in the left navigation Pane. When this happens, you can no longer make setting changes via the Admin desktop directly. The problem only seems to affect the Admin desktop.
The work around is to specify another desktop URL and then go the Hamburger menu and choose Administration.
We currently have case TS011235289 open to look into the cause of the problem
