The most interesting part in your question is about the reason you're mandated to run ILMT on the entire estate. ILMT is required only to monitor the subcapacity-eligible environment:

Furthermore, I doubt that during audit, the ILMT report will be accepted for the endpoints that are out-of-support. The same link I provided above explains further that:
"The use of IBM License Metric Tool is recommended for Full Capacity PVU environments, and is mandatory for use with PVU sub-capacity licensing. Exceptions to this requirement are:
1. when IBM License Metric Tool does not yet provide support for the Eligible Virtualization Environment
(...)
3. if your servers are licensed to full capacity.
For the above exceptions, customers must manually manage, track, and prepare a Manual Calculation of Virtual Capacity worksheet for each server. For more details about the requirements for this worksheet, go to Virtualization Capacity License Counting Rules."
so you won't avoid the creation of those worksheets anyway. I've referred above to the points 1. and 3. because if your setup is not subcapacity-eligible anymore, then you're falling back to the full capacity licensing. You can check the section "What happens when OS or virtualization technologies are no longer supported?" here:

Of course, in theory, nothing prevents you from making use of old ILMT agent installers (not supported by IBM anymore) and try to install them in your environment, but IBM does not provide them anymore and we're making no guarantees if they are going to work or not. Also, what I can tell is that 7.x components are totally incompatible with 9.x line for sure.

The issue we have is that it has been mandated that we run ILMT on the entire estate, will the disconnected agent actually run on these servers?, we are not bothered about the OS being in support, if not would earlier ( 7.0?) run on these servers and gather required information for importing into 9.5?
We are trying to mitigate manual data gathering with over 300 "out of support" servers we are going too struggle

the OS versions mentioned by you are out of ILMT support, so there's no point in installing the agents there (they are also not subcapacity eligible anymore).

Hi, We have an estate that requires ILMT agents to be installed, 9.5 is working happily but we also have win 2003, win 2008 and Sun 10, the latest agents do not support these versions any more.
Can I install the older versions of the agents 9.0 which do support these OS's if so... Where can I down load them.
