Please try with https. It will work. With the recent versions , seems http login is not working one business central.

we are trying to install IBMOE 8.0.3. Post installation, when we try to login, we are unable to login to the UI with added user and can see below error in Business Central log files.
- Install EAP 7.4 and patch 7.4.11 GA (with Zip based approach)
- Install IBMOE 8.3
- Add users and try to login with valid user.
