Well, when you deployed ICN, which user did you specify as the admin user, in the Configuration Manager?
The DB script that is generated will configure this user as the only initial ICN administrator. Since at first you only have the admin Desktop, you have to log in with this admin, you don't really have any other option.

My purpose is to use Content Navigator as a Datacap client. I am able to login to WebSphere with the user wasadmin, but when I try to login to Content Navigator with wasadmin I am refused access. You don't need to connect ICN to a repository, but then what's the purpose?
You can use any user that can authenticates in WebSphere to access ICN. And if you need access to a P8 repository, you can create a directory configuration using VMM, so I don't see why this wouldn't work. But I never tested this with local OS users, only with the internal WAS repository.
