I guess that could be the default behavior of the platform then, it always tries to keep the web driver updated. One idea is to change file permissions.
There might be some flag you could disable, maybe someone from IBM could point you towards that.

You can find it in "%LOCALAPPDATA%\IBM Robotic Process Automation\packages\{version}", just make sure you have the Explorer set to show hidden files and folders, otherwise you won't see the {version} folder.
