For Decision Engine issues I would recommend you update to 8.9.2.3 or even if possible upgrade to 8.10.5.1. Those versions include improvements to the decision engine.
The problem appears to be very specific and we probably need a full stack trace and the text of the rule to be able to answer. This type fo request will be addressed more efficiently by the ODM Support Team.
If you can provide a simple sample in Rule Designer to reproduce , that will greatly improve the response time.

We are getting IlrBuildException for few rules while generating rulApp Archive from business console after converting the to Decision Service(Decision Engine). These exceptions are caused because of some rules in the rule Projects. It seems to be with rules with a pattern around of these two symbols {#. The # is added to a string as part of customization.
