Back in the early days of responsive design the hope and desire was to provide a responsive UI so that whatever device you logged in on you would get the proper/correct size format for the given device. If you look closely at the folder structure out-of-the-box, there is only one size.
I would encourage you to use the Mobile Maximo framework for your continued effort at Mobility on Maximo. The graphite tooling takes care of this problem and provides for a robust user experience.

In Maximo Anywhere, Placed different layout design from each folder(screen shot attached). what ever screen size i tested it is always taking from medium folder. if that folder doesn't have layout file, taking from small.
