You are correct about not finding any support articles for enabling Push notifications for Maximo Anywhere. I have found none either and have specifically looked for anything mentioned that Maximo Anywhere does NOT support Windows. I have not found anything on that either. So it is a bit of a conundrum. So lets say for the nonce that it "cannot be done".
Natively within the app the use of queries provide the users the ability to view work that is to be done. You can set up a variety of queries for users to review various types of work assigned to them. Provided your users check these work queues, they can see and manage assigned work.
Alternatively, I believe that to provide your users "notifications" they have new work orders (especially emergency ones,) you can easily set up an escalation to send a comm template via email to the assigned user of the Workorder. If you wanted to provide some business process logic to it (beyond a cron task for the escalation) you can create a work flow to manage the WO as well. This is of course presuming your users have email set up on their devices.
