Yes, there are restrictions based on the country for the availability of Maximo Anywhere apps. We had similar issue reported for our client from China, Russia & Romania.
I think IBM publishes the app for all countries but it is up to Google Play Store (for Android) & Apple App Store (for iOS) to decide if an app will be available in a country or not as they have to make sure the app is complying country-specific policies.
When we raised this issue we were said that IBM doesn't have any control on in which country the app will be visible or not.
If your user base is small, you can ask them to change the country/locale in their device to the US and then download the apps or you can download the APK file and distribute them via cloud storage like Google Drive or One Drive.
If there are multiple users then you need to create a custom APK and distribute it using internal Mobile Device Management software.

Hey Everyone,
Are there any restrictions or issues downloading the 7.6.4 apps from appstore or play store in other countries(for example China?)
I can see them on both android and ios devices however I have a user working in China that is not able to see the apps.
I know if the device is not to a required level the apps will not show in the list however the device is ios 15.4 so it should be good.
Are there any other restrictions besides to os on the device that would prevent 7.6.4 apps from displaying in the app store?
Or are the apps only available in US?
