Just like what Todd had mentioned. You do this via admin menu and creating a security group that has access for a particular module (ie. RE) , then set with view only access on the applications table/data (ie Building). The children tables would normally follow the parent setup . then add users to your new group.

You can set up a security group that allows read-only access and then assign that group to your users. I'm not aware of any switch that will across the board set all users to read-only regardless of their current security setup.
