    What is it that you want to see open sourced?  The SDK's are out on GitHub (https://github.com/watson-developer-cloud), and those are open-sourced, as well as some other repositories with code and open-source projects (like https://github.com/public-data-and-ai-csm/Public-DataAI-Assets and https://github.com/cognitive-catalyst ).

    What kind of developer tools are you thinking of?  Are you considering DevOps pipelines and other similar things?  Many of those tooling and automation choices are more specific to the IBM Cloud platform (and cloud-based development in general), and not so specific for the IBM Watson services.
