Watson Assistant is GDPR compliant, the anonymous user id is used for a few things of which one important one is billing.
If your client want to delete a certain visitor's data they can use the data in the user id in conjuction with the following

Please note, IBM Watson Assistant Web chat supports also authenticated users. In those cases, you will not have an anonymous user id .

I'm trying to find more details on the basic details tracked by the Plus Plan webchat widget's cookie.
It's called IBM_WAC_ANONYMOUS_USER_ID.
A customer needs more details for their GDPR Privacy Policy before they'll deploy.
What it tracks, what that looks like.
