The IT Benchmarking 1.14.1 release, dated September 27, 2019, corrects the following issues:

You can now retrieve cost actual values from Cost Transparency projects using unsupported IT Benchmarking locales.
Blank project name and time period fields in the Configuration > Apptio Source Project no longer cause issues with the application.
