I was able to recreate the issue you described:
- created another fc portset (id 4)
- added some ports to portset 4
- removed the ports from portset 4
- deleted portset 4
- tried to re-add the ports back to default portset64; this failed with error message CMMVC9772E
Now, I have got a number of fc ports, which are kind of orphaned.
I shall investigate a bit further and will update you here.

a limitation of four FC ports per portset is documented, for example, in Configuration Limits for IBM FlashSystem.
In the beginning, that is, before you edited the portset configuration, naturally all FC ports were member of portset64, which is the default portset for FC ports.

I am currently performing the initial configuration of the FS7300.
I removed 8 FC ports from portset64 to troubleshoot other issues.
After that, I attempted to reassign the 8 FC ports to portset64.
While I was able to allocate up to 4 ports without any issues, I encountered the following error when adding the 5 port:
"CMMVC9772E The action failed because the limit of maximum Fibre Channel port types per node for a portset is reached."
I need to allocate all 8 FC ports to portset64 as before.
Please provide a solution for this.
