You say you are using Business Manager, also known as DEP, if you are using profiles the end user has no reason to setup their Apple ID, but can if they like. I agree.. the issue is still not resolved! I am very frustrated with the fact that several bugs still exist. I have APPS weekly that will get taken over by Maas360 (AKA MANAGED) and I have all setting in the portal OFF to not overtake that permission. I would rule it as APPLE, except for the fact that when I remove MAAS360 profile it woks fine. I would think it to be more with the Maas360, DEP and Policy problems. I have been testing on iOS 13 beta's and now running Beta4. I have several email account (Yahoo,Live,Outlook, POP account) and my Exchange account I push out Exchange via Policy. Yes, any device can be manually enrolled in Maas360 by text or manually going to your company specified URL, however you lose a lot of control that way. You want to have it enroll upon boot up via DEP enrollment to get "supervised" rights. This allows a lot more control of the device and also the enrollment ...

Unfortunately, it is to my understanding and 2 years experience that with iOS the Maas360 APP has to be open or running in the background for this to work. If the user closes the APP manually it will not gather the data. A severe flaw in my mind as we are 100% iOS and it is not a good reporting tool ...
