I doubt it would work. There are significant database changes between 9.5 and 11.4.
And I doubt you can even export definitions and have them import successfully.
Version 9.5 support was dropped some time ago and even 10.6 is reaching its end soon.
If you need that data, you should build a 9.5 appliance, if you still have the software, and then apply the patches if you want to get the data into 11.4.
