The current issue with having the app catalog manageable in the home screen layout is that the web app ID is different for every client, which makes it a bit more difficult to address. The simple solution would be to build it as an actual app, however Apple has strict policies against allowing other "app stores" in their own app store, so they will not allow us to do this.
Development has this prioritized, we have some infrastructure overhaul projects going on this year, and I am confident they'll figure something out. I don't know what a timeline for that looks like at this point however.
In regards to apps not being moveable when the template is applied, this is expected behavior. Setting a home screen template for a device disables the long press, which hinders deleting and moving apps from the home screen. I'm not aware of any workarounds for that at this time as it's a limit of the MDM APIs.

It's correct that on iOS the App Catalog is just a web app (or web clip). You can move the web apps that you're creating yourself around as you like in the home screen configuration template, so technically it shouldn't be that hard to add support for doing the same for the standard App Catalog web app.
We've also had requests for using the home screen configuration as a template during setup, but not to block the users from modifying this layout to their personal preferences. I don't know if that's even possible (I suppose it's not), but if it was, I think the home screen configuration feature would be interesting to many more users and use cases.

We have the same issue here. Since the App Catalog is a WebApp seen in the App Catalog, it doesnt have an ability to be moved to a specific spot.
Additionally, once you set a Home Screen Configuration, it will prevent the user from moving it as well!
Our customers here, prefer a standard layout, and the App Catalog has been a thorn in my side, for the same reasons I think you are asking.
