resDrStatus doesn't sync the two servers, it checks that they are both in sync, see
https://www.ibm.com/docs/en/rsoa-and-rp/38?topic=monitor-viewing-status-from-command-line. You can run that command when the two servers are in normal operations to ensure they are both in sync. If with -w it doesn't complete it likely indicates that the two servers are not in sync.
You should tackle that problem before commencing. See
https://www.ibm.com/docs/en/rsoa-and-rp/38?topic=guide-using-health-monitor which suggests, depending on the output from the command, that you may need to check on the status of the filesync service as one of the possible next steps.
