As per description you have provided, my understanding is that once the enrolled user logs in and opens MaaS application, he is able to see the distributed app and also is able to install it
silently without any issue. Is this understanding correct? Does that user see any installation UI or does it happen silently? In other words, are you observing issue only when you are doing "Instant install" and the enrolled user is not logged in to the device?
If that is the case, please let us know what have you selected for "Installation Context" under "Installation Requirements" tab? Is the selected option "System or All users" or "Per user"?

Good Afternoon....I am having issues distributing applications to windows 10 devices...I am trying to get the apps (Windows store, MSI, EXE) to install in the background with no user intervention, and I am checking the "Instant Install" box....I have not been able to get any apps to automatically install, they end up in the MaaS app catalog and have to be installed from there....The one problem with doing it through local app catalog is that our users cannot see the MaaS application so they do not have access to the app catalog....
