We have had a number of cases before relevant to this and I can give you the following information:
- There are dependencies on 2 apps for the phone to work on an Android device: Phone app and Contacts app
- The Phone app is proprietary meaning Samsung will have their own version
- If you block Contacts app this might have a problem for native-configured email apps.
I suggest you start by:
- Identifying the Samsung phone app (probably called 'Dialer') . You will probably best do this by locating the Apps Installed tab for an enrolled device and finding it in that list. I have looked in my personal Samsung S20 (Settings > Apps) and not been able to identify the App ID.
- Blocking this app by adding it to the Block list (App Compliance page, am guessing you're using Android Enterprise so in that section)
- Testing to see if it still works. If so additionally block the Contacts app (keeping the above in mind), and other apps which control features such as Caller ID, Samsung Account and so on.

I have a customer who requires blocking the usage of making and receiving calls on a Samsung/KNOX smartphone. I see some things for DO Enrollments but it looks a full COSU enrollment is going to be required if this can be configured. Please advise workflows or other ideas to address this.
