That's good news - the KNOX Service Plugin app appears to have the setting you require, and it does not seem to require their premium licensing.
If you're unfamiliar with OEMConfig it's basically a series of apps from different manufacturers that can add layers of features on top of the Android Enterprise settings.
For this feature you'll need to add the KNOX Service Plugin app to your catalog and enable the Configurations tab

After consulting the developers guide, it does not appear that Android Enterprise has a 1:1 feature match for what was available in DA around limiting Wifi. Our policies are up-to-date with the current feature set. Are you utilizing a single manufacturer for the devices in your environment? If so, I can see if there is maybe an OEMconfig policy available.

I am having trouble finding settings in Android Enterprise settings to keep wifi on, and not let users turn it off. Under normal Device Settings, this was under "Restrictions | Network Settings | Enforce Wi-Fi is always on", however this doesnt exist on enterprise.
