Both iOS and Android Enterprise policies have a feature that removes the users ability to remove the MaaS360 agent (Allow Uninstallation of Apps). This is across the board, however, and will remove their ability to remove any app.
Android has a section titled "Device Management" where you can enable MDM service hardening. This will prevent them from stopping MaaS360 services, however, I would use this sparingly as it can lead to scenarios where the device is stuck in MDM enrollment and the only way to flash back to factory settings is to send back to the manufacturer.
iOS DEP enrolled devices can also have their management profile locked to prevent removal (this is set in the DEP profiles).
There is no way to stop a user from removing the app or the management profile on devices that are not supervised.
