App licenses can always be reclaimed in the app view.
There is also a checkbox for each app "Revoke VPP licenses on stopping distribution" that will automate the actions.

That helps. However is there a way to reclaim licenses from iOS devices which will continue to be enrolled in MaaS? I have situations where the only the app itself needs to be repurposed rather than control being removed from the Device.

So long as the apps are marked for removal when control is removed from the device, as long as some action (either manual or automatic) from the portal is releasing these devices from management, then the licenses should be reclaimed automatically.
The most frequent action which leads to licensing issues is generally when the device is factory reset locally from the settings menu (or restored via iTunes or Apple Configurator). In those cases we can't always determine that control has been removed and the licenses will remain assigned until manually released.

I have a customer who has an extensive catalogue of VPP apps with varying costs from $99.00 up to $450.00. These have been installed through distributions across varying iPad models.
