After changing a policy on a specific iOS device, the dashboard shows the change but within a few minutes or the next sync the policy reverts to the previous one assigned prior to changing it. I have tried changing the default policy to the final policy needed but this does not resolve the issue.

    Thanks,

Hi, have you checked if the user or device is associated with a group where a policy assigned? If this is the case, it will return to the policy in the group after a few minutes. Group policy wins over default policy as long as the user or device is a member

How can I edit the group policy to exclude certain phones?

You need to remove the specific phones from the group managed by the given policy, create a group for those phones and then create a new policy for those phones.

    Hi Mitch
In addition to what Kjetil has given you I'd add a point.
The Precedence allows you to establish priority for conflict resolution where a device receives multiple assignments through groups etc.
If you click on the Precedence button (top of the page in the Policies page) you can reorder the priority and save the changes.
Please note testing policies should be put at top of list (assigned to fewer devices so won't impact unless you assign to all devices).
Let us know how you get on!
    Best

Thanks for the insight, Eamonn.  I will give it all a try!

Double check that there are no policies assigned to locations under Security >> Locations.  Sometimes admins test this feature out then forget to remove the assignments if they choose not to move forward with it
