The new Executive Order http://bit.ly/mfa-eo on improving the nation’s cybersecurity, calls for adoption of multi-factor authentication and encryption for data at rest and in transit, by all agencies within 180 days.

For mainframe users, IBM offers a strong, multi-factor authentication solution that includes several authentication options, including certificate-based authentication via PIV/CAC smart cards. To learn more about IBM Z Multi-Factor Authentication, check out a short video at http://bit.ly/ibmzmfa.

Given SolarWinds and Colonial Pipeline hacks, this order is not only timely but also will drive consistency in securing citizen data. I wouldn't be surprised (and I certainly hope) that States will follow suit with similar orders.
