I am posting this as history in case anyone else has similar problems.
On MacOS Ventura (13.7.8) in Macbook that uses Intel-chip. I downloaded Bob multiple times and installed, removed, re-installed. Using Bob pkg = IBM-Bob-darwin-x64-1.109.5+bob1.0.1. IBM getting started instructions say when launched, Bob will request you to log in with IBM ID. For me this never happens.
Another thread on Bob forum, related to ARM user with similarar problem, suggested changing permissions for pkg contents, which I did for bob folder. Restarted Mac and Bob, still no luck. I searched extensions with Bob's option (search popular extensions and manually) for IBM or Bob and never saw any extension related to Bob (just see Bob Cozzi and an extension called IBM Robert 'for internal use only'). I appear to have working VSCODE just without any Bob enhancements.
I reviewed View->Output->Tasks(filter) and saw authority failures. I went back to Finder->Applications->IBM Bob->Contents->bob-code to review permissions and saw that I had not "applied to enclosing" to make all bob-code underlying folders have same security/permissions for my user. I did this, restarted Bob and finally got the login prompt. See now this in Bob-log under output->Tasks filter:

I reinstalled IBM i development pack containing 13 popular extensions. I think I am finally good to go!
I was then able to open a fixed format RPG program and ask Bob to explain. Bob is in the process of generating an MD file for me.
