Nigel,
I've had other conversations with inside IBM about it. This was more
of a reminder.
Unfortunately the ideas site has a reputation of where ideas go to
die.
I've had some success getting attention to security issues here.
I may still throw it onto ideas.
Thanks.

Have you submitted the Request for Enhancement (RFE) in the normal way via IBM Ideas?
https://www.ibm.com/ideas
In my humble opinion:
Chat on this community forum is not the right mechanism to kick start a change in AIX functionality or in this case a packaging.
It is more like throwing a message into an ocean and hoping some one, some where at some time picks it up.

IBM already includes lsof, rsyslogd, and other singular third party software packages on the expansion pack.
Rsync has become a huge problem to obtain for EPIC customers without committing to the entire DNF AIX Toolkit disaster distribution. I just posted a sample where rsync alone requires 44 packages to be installed.
That's a huge increase in our software footprint to perform CVE tracking on, for a single utility.
Please IBM, ship a signed rsync LPP on the expansion pack in AIX 7.3. Or consider placing one on MRS with the other out of band updates.
Thanks.
