I'm no expert on this, but from what i saw, the recovery method of Veeam on AIX is by creating a bootable AIX iso image.
This could be booted (mapped as a virtual scsi device from a VIO) and should recreate the rootvg and restore data.
Never tried this though, just got it working to create the iso image, but not tried this any further since we will be keeping mksysb with NIM as a recovery method.

AIX rootvg can be backed up in any backup software.
1. you create mksysb of your rootvg
2. you backup the mksysb into Veeam
