C:\ProgramData is for a formal installation process for a Windows SW but ACS is not designed for such a formal installation in Windows (except for certain component such as ODBC). ACS has its own design for deployment in any OS. I'm sure you can choose to put ACS run-time files in C:\ProgramData\.... because it can be in any folder and run from there. But doing this will prevent you from exercising any further control, customization, and update of ACS functions and environment when you have a need to. In a typical business organization, there will be such a need. Look at this Technote to see what customization your can do when installing ACS :

In summary, it is prudent to use ACS install script rather than doing all manually yourself.
