Is there anything like lsyncd on AIX?  My application folks are looking for something better then rsync.  They need to keep files up to date between there primary site and DR site in sync.

Maybe we can get it added to toolbox?

lsyncd typically uses rsync to accomplish the transfer...

Do they object to the actual rsync protocol, or do they want something that collects the changes like lsyncd does? In AIX you've got DMAPI or Audit Events (that I know of) that might be leveraged for something like that.

They are currently use rsync every lets says 10 minutes to sync to DR.  They are concerned that they could not have a complete set of files on the DR side in the event of a system failure.

There are many issues and circumstances that are too deep to cover here. I'm afraid that you're going to get hung out to dry when this doesn't work the way the application folks expect.

Few of the issues can be addressed by replacing one file transfer technology with another one. My advice would be to tread carefully.
