After pondering this a bit more, maybe Jose is trying to say that he needs a method to generate merged documents using templates. And then after merging he wants the final document emailed rather than downloaded.
Either way the answer is pretty much the same. There are ways.
However I would probably suggest not emailing .docx or .xlsx files. Many companies are leery about opening these types of documents for security reasons.
Maybe generating PDF and then emailing the PDF docs is the way.

Jose, it's not about understanding the reasons why you want to do this. We all understand that, and even if we didn't, the point is:
Your company has to make a choice. They can choose EITHER to stick to the no-download policy OR make it possible for you to work with Word and Excel. Well, I guess there is one other alternative, which is to wait for you to independently build, from scratch, yourself, the necessary programming that is already in CGIDEV2 (or other downloadable alternatives).

The reason for this is we have a welcome letter that will be used as a template to be send by email to every new customer, so we would like to populate the template from a program and send it by email, in regard to excel we got a template excel report which is used like a list of new customer we would like to populate the template from a program too and yes this is a question that I made in midrange too

What can you download? There is nothing standard on the IBM i that I can think of that can do this. There are various options in PHP, Python, node.js, Java, etc. but all would require downloading packages.
Your company do understand that CGIDEV2 was written by IBM right? I
