I went thru this topic couple of months ago. According to the discussion with IBM developers (Rochester) , this function will not be possible to use on POWER9.Very likely it should be allowed on P10. IMHO, technically it is ready to be used, but there are missing all legal agreements which will be affected by this "feature".
I also complained it is frustrating that a new feature pops ups, asking for CoD code, but you can't get it... IBM confirmed it is confusing... for me it looks some team delivered a functionality without general coordination.

How can a customer order / request these virtual serial numbers ? Where will CoD code provided by IBM for this function? Note, I found nothing about this for example at well known page: IBM Systems Support: Power Enterprise Pools
