CP4i user registry is an OIDC user registry. You should be able to treat it as a standard OIDC user registry (We have not tested this in the consumer org context/portal usage). However the toolkit for pOrg context can use CP4i as a standard OIDC user registry,

1) what level of integration do you have in mind ?
If the question is whether you can use the CP4i (aka treating CP4i) to authenticate users to allow the user to use consumer_api, then the answer is No. However, if you are able to set up OIDC user registry on APIc, and treat CP4i as an OIDC provider, then thru OIDC user registry support on APIC, you can. This has not been tested.
