Yes, it looks like you were on the fixpack site before, but you would need to get the base version, at least, from Passport Advantage. There might even be a direct install to get to version 9.2.0.2.
If you can search by part numbers, this is the base 9.2.0.0 install: CC5TWML
This is the 9.2.0.2 install: CC9S4ML
You'll want to follow the instructions at
https://www.ibm.com/docs/en/ibm-mq/9.2?topic=mq-upgrading-installation-windows to either upgrade your existing installation or perform a side by side installation. (Personally, I prefer doing a side by side install.) Either way, I strongly recommend you get a good, full back up of all of your Queue Manager Objects, as well as backing up your data and logs directories before you do anything, so you can restore to your original version if that becomes necessary.

Ok, that executable is an LTS release. (LTS has fixpacks, CD does not and you can't apply an LTS release to a CD release and vice versa.) You will have to install the LTS base version of 9.2 before you can install that fixpack as there will not be proper base version to apply the fixpack too, until you do.
