ODBC does not use policies nor are there any JARs. ODBC is C based, not Java. You add the details to the odbc.ini file and the common drivers are already provided. For other databases, you will need to contact the database support group to locate the ODBC driver if you cannot locate it online.
If you mean JDBC, then the policy is created in the toolkit. First create a policy project then add a policy to it. Use the drop down menu on the policy editor to select JDBCProviders template then select the closest database type from the second drop down. You will then need to fill out the remaining details. The JAR files are all provided by the database provider. You will need to reach out to them to locate the driver.
