It actually depends on the hackathon requirements, some of them may require technical knowledge and others don't.

We usually organize hackathons in cooperation with universities and organizations, that don't require any previous experience or advance technical expertise/knowledge.
All you have to do, is attend the training sessions for the hackathon (usually the first day), be part of an existing team or join with your own team, come up with a solution for the social issues or problems that the hackathon wants to resolve.
During one to three days (again, it depends on the hackathon), you will work on the proposed solution and a presentation to pitch your idea
As a final step, you will submit your idea and if you get selected, you will be present in front of juries and get your final score! (hopefully, you will win, else it is going to be an amazing experience anyway!)
