Michael, I got a little better download speeds (30KiB/s vs 10 KiB/s) using an ftp client (like filezilla) rather than downloading from a web browser, plus the option to resume the transfer if it failed.
It did complete the download, even though it took over an hour to download the file.
Perhaps the service was having issues when you tried, could you try again now?

I'm trying to install a Basic Sysplex.
The Redbook "zPDT Sysplex Extensions - 2020" indicates that a file has to be downloaded.
On the page http://www.redbooks.ibm.com/abstracts/sg248386.html?Open we are redirected to the corresponding file.
I downloaded the file syspext_8386-02_tar.gz from ftp://www.redbooks.ibm.com/redbooks/SG248386
During the download the speed is reduced to about 1Byte/second.
The downloaded file appears to be broken.
I get the following error message if I try to extract it:
