ZD&T provides the ability to run z/OS on intel hardware in multiple ways including vmware, container and OpenShift on intel. Wazi Developer includes Wazi Sandbox - which is the same technology as ZD&T but only providing it in OpenShift on intel hardware. Wazi Developer also includes Wazi Code and Wazi analyze which are not part of ZD&T.
The other difference is licensing, Wazi Sandbox is per user, so an image per user. ZD&T has multiple licensing methods, but generally based on RVUs Resource Value Units, which says you can have multiple people such as a team working with a single image.
So if you are looking for a z/OS environment in just OpenShift on intel hardware and per user it's Wazi Sandbox, if you want to run it in other intel hardware environments or have a team use an instance then it's ZD&T.
