I am not sure which event monitor blocks others, so far as I know statistics event monitor is lightweight, but activity event monitor and locking event monitor are heavy. Would you like to help me to try which event monitor is the root cause when you are free? That will take long time for you. And also I will try to do these using our playground, but not sure I can reproduce your problem on my environment.
Prepare:
Stop DMC and delete all monitor log file : monitor.(0-3)
Start DMC
Senario 1:Enable activity event monitor and statistics event monitor
1.Go to Event monitor profile page
2. Click ' ICT '
3. Set ' ON ' for Activity event monitor, Statistics event monitor
How to check:
Waiting for 10 minutes, you can check log file monitor.0, please search 'it time to start collect by last time haven't return :ICTConfigName = HistogramsData'. If log file doesn't contain it. please wait for 1.5 hour or more. If it still doesn't contain it. then go to senario 2. If contains, so please keep carefully when needing enable it.
Or Waiting for 1.5 hour or more, check UI if there is no data with last 1 hour for the Responsiveness widget, if no data on it, then the root cause is activity event monitor. If Responsiveness widget has data, please continue to senario 2.
Senario 2: Enable locking event monitor
1.Go to Event monitor profile page
2. Click ' ICT '
3. Set ' ON ' for locking event monitor, Activity event monitor, Statistics event monitor
Using same method, If find 'it time to start collect by last time haven't return :ICTConfigName = HistogramsData', the root cause should be locking and activity event monitor, please keep carefully when needing enable both them .
To make sure if the locking event monitor is the root cause, please disable activity and locking (please wait more than 1 minute, because disable them will take some time)then restart DMC , set 'ON' for locking and statistics, wait for same time period to check log again.
By the end, If when you enable locking, Activity, Statistics, but doesn't find the key message in log and Responsiveness widget also has data. that should keep carefully when needing enable them all.

Seems static event monitor doesn't setup on it. you can click the new primary name to jump to summary page, there will be a link on that widget to guide how to setup static event monitor.

non-HADR database are looking good, but HADR databases show no figures for "Responsiveness". We have no license for RoS, so we will only see empty responsiveness on the primary database. After a takeover we see empty responsiveness on the old standby (now the primary).
