In your screen shot, I don't see the event monitor tablespace definition.
Question for you, did you create the tablespace for the event monitors?
When you created the tablespace, did you use the default recommendation by DMC?
If you change the default configuration recommended by DMC, specially the maxsize option (most common scenario), DMC won't create the tablespace for security reasons, and you won't be able to update the event monitor configuration.
Another problem could be missing privileges to create the event monitors.
Please make sure that your userid has the requirements according to the DMC manual at:

I just upgraded to DMC 3.1.2. Then I wanted to create the lock event monitor for one of the monitored databases. But on the event monitor profile page, it is not possible to save the change because the "Save" button remains inactive!?! Note that ATS is currently not enabled for the database and I also did not want to activate it. Hence I deselected the "Use ATS" option on the page.
So question is: Why is it not possible to create the lock event monitor for the database, i.e. why does the "Save" button remain inactive although I changed the lock event monitor setting?
