If the InformixHQ repository database is housed in an Edition of Informix that requires a license, then you need a license for that installation. If that instance is on the same machine as another instance and so the software is licensed, you are covered by that license as long as the other license requirements are satisfied. For example, a Workgroup Edition (WE) under a VPC license is licensed for the greater of the number of cores on the machine or the number of CPU VPs configured in all instances running on that host. On the other hand, a WE installation or Enterprise cEdition (EE) installation licensed under a PVU license is licensed for the number and type of cores on the host, so you can run as many WE or EE instances as you want on that host as long as the number of PVUs paid for is equal to or greater than the PVU value of the cores on the box.
Of course, in any circumstances, you can always place your InformixHQ repository database into an Innovator-C Edition (IE) instance anywhere since IE is free for all uses, including production. You can even purchase support through IBM for your IE installation for very little $$ as an option (some companies insist on only using supported software).
Now, using a Developer Edition (DE) instance is a grey area. DE is free to use for development and testing only not valid for any production use. Would an InformixHQ repository database be production or development? I don't think that IBM has expressed a solid opinion on this one, so caveat emptor!

I just want to make sure there are no licensing issues later.
So imagine this scenario:
- install Informix software for HQ on a separate host
- create a new instance for the repository database on the same host (apart from production)
- the repository database is the only database in this instance
- it is still a "normal" Informix software installation and different database instance
- even if you run the before mentioned instance in a developer installation, it still makes a connection to the production instance later
According to your last post, the HQ Instance / Installation does not count as a productive one and does not need to be
licensed in any way, is that correct? So is there an official document or link confirming this matter?

Not only possibly (without cost or license requirements), but even recommended, for the HQ server.
This way you could use one HQ server for monitoring multiple IDS instances on different hosts.
The HQ agent better should be running locally, one for each instance and on the instance's host.

Distribute at will? Absolutely not if it will violate the terms and conditions(T&C) of the IBM Software License Agreement (SLA)! All users must to adhere to the T&C of the SLA.
InformixHQ is part of the product - similar to dbaccess, onclean, ifxdeploy, etc. InformixHQ should be treated as just another utility that is included in the product distribution. We don't have separate license files for each utility.
My comment - "deploy as appropriate" - is meant for various DevOps/automation process. If there are specific needs or pain points around the deployment and usage of InformixHQ, let us know. We are open to new ideas.

The jar files available on maven central are very old (> 15 months) - I'd describe that version as a "pre-alpha"! InformixHQ is a fast evolving product. What we have today with Informix 14.10.xC2 is vastly improved over the version on maven central.
If you just want InformixHQ, you can download Informix 14.10.xC2 Developer Edition from IBM Trials and Downloads or "pull" the docker image from docker hub.
