Carlton has posted the updated features and limitations description for the Informix Editions. 

You can get there from the <Resources> menu on the IIUG Web Site (IIUG - International Informix Users Group)

There appear to be a couple of typos, but it's all there.

The 14.10.xC2 version of the update seems to have increased the limitations of the Developer and Innovator-C editions.

If the Innovator-C edition can be used in a production environment without licensing fees, do I need to sign a separate agreement to receive IBM Elite support?
Do I need to contact IBM to get an answer?

Yes, Innovator-C can be used in a production environment with no other license. You would, however, need a distribution agreement with IBM in order to distribute Innovator-C as part of any software system which would require you to charge/include a nominal fee for the software and forward that to IBM, but my understanding is that the actual fee is negotiable and could be folded into whatever you are charging for your software system.

Yes, if you want support for Innovator-C you will have to pay for a support agreement. You will have to check with IBM for the exact pricing as the one I know is a couple of years old. At that point it was around $2,000US per installation per year.
