Reinstalling the engine will not do a thing. If you inadvertently used compression and don't use it still and don't want to get hit for license costs for the feature, you may have to export your databases, rebuild the instance from initialization, and then import the databases in order to clear out the compression dictionaries that were saved.
If it was only a small number of tables, then you should be good to copy the data from those tables to new ones then drop the original tables and rename the new ones (or unload, drop, recreate, reload). That should get rid of the compression dictionaries for those tables.

I do not believe that Informix needs to be uninstalled/reinstalled. Compression is built into the regular executable. Using it does not "install" anything.

I think that just means that in those versions, the licensing is included at no additional cost. It's not a separate install, or separate distinct activation. But if you are on regular Enterprise, then you can pay an additional licensing cost if you want to use the feature. At least this is my personal understanding.
You've got to watch it, because nothing stops you from using compression...but as soon as you do, then it could be considered that you have just "activated" the storage optimization feature.

onstat -g ppd should show nothing.
I have seen ILMT report compression is in use, when it really isn't...and that can be a pain.
The following should also show FALSE when run against sysmaster:
