Db2 11 for z/OS and Db2 12 for z/OS APAR PH17211, which was delivered in October, 2019, delivered IBM Data Server Driver for JDBC and SQLJ version 4.26.16, and removed support for the driver that is based on the JDBC 3.0 specification. If you have not already done so, you need to upgrade to the JDBC driver that is based on the JDBC 4.0 specification.

For help in upgrading, see Upgrading from the IBM Data Server Driver for JDBC and SQLJ with JDBC 3.0 support to the IBM Data Server Driver for JDBC and SQLJ with JDBC 4.0 support.

Don't know what version of the IBM Data Server Driver for JDBC and SQLJ you're using? Run the DB2Jcc utility to find out:
java com.ibm.db2.jcc.DB2Jcc -version

For more details on the DB2Jcc utility and the available driver versions, see IBM Data Server Driver for JDBC and SQLJ versions and DB2 for z/OS APARs.
